Charles Phillips, PhD, MPH
Dr. Phillips is a public health professional who specializes in the study of services for vulnerable populations. He is currently a regents professor in the Department of Health Policy and Management in the School of Rural Public Health at the Texas A&M University System Health Science Center in College Station, Texas, USA.
He is one of the original developers of the Minimum Data Set for Nursing Home Resident Assessment and Care Screening implemented in 1990 in all nursing homes in the United States. He is currently working on the development of assessment tools for the interRAI Suite that focus on children with special health care needs.
